According to Chief Theetge, officers located four individuals inside a reportedly stolen vehicle in East Price Hill.

As they attempted to flee on foot, one — later identified as Ryan — was seen holding what officers believed to be a firearm.

In the video, an officer can be heard alerting others, shouting: “He’s got a gun!” before firing several shots.

“When the individual came out between the dumpsters, he had the firearm in front of him.

It was in a bladed position, and it appeared pointed at the officer,” Theetge explained. “The officer felt he was in danger and responded accordingly.”

She noted that approximately four or five shots were fired, two of which struck Ryan. However, she also acknowledged that the footage is not entirely clear due to motion blur as the officer was running.
