Photos from inside the house show piles of rubbish and belongings, with the family living in squalid conditions.
One neighbor said: “I always suspected something was wrong, but we never imagined it was this severe.”
A local TV station reported that witnesses to the scene confirmed the women were not being properly fed and were subjected to mistreatment.
The father was taken to the city’s Women’s Defence Police Station, where he faces charges of domestic violence, mistreatment, psychological abuse, and unlawful imprisonment.
Further charges may be added pending medical examinations of the sisters, which could reveal additional signs of abuse.
